The third national PROSTAR convention was held in Kuching, Sarawak , from 4 th to 6 th September 1999. It was officiated by the Deputy Health Minister, Y.B. Dato' Wira Mohd Ali Mohd Rustam .

The agenda of the convention included a Sharing of Experience session, the PROSTAR Club General Meeting, the PROSTAR Run, the PROSTAR Prime Forum and an exhibition on PROSTAR activities in every state. As many as 300 PROSTARians from all over the country participated in this convention.

The theme of the convention was Excellent Personality, Key to Success. This theme was appropriate, keeping in view PROSTAR's dream of creating disciplined, hardworking youth who have a vision. A nation's hopes for the future are based on the youth of today.
