The second national PROSTAR convention was held in December1998 in Kuala Lumpur and was officiated by the Health Minister of Malaysia, Y.A.B. Dato' Chua Jui Meng. The theme of this convention was The Youth As Agents Of Change.

The second PROSTAR convention was held in Kuala Lumpur . The convention received overwhelming support, and each participant displayed a high level of commitment and earnestness in making the convention a success.

A total of 350 PROSTAR members from all over the country took part in the convention. The second PROSTAR convention was officiated by the Health Minister of Malaysia , Y.A.B. Dato' Chua Jui Meng. In his speech, the Minister described the youth of today as the guardians of the future. He expressed the wish that the youth should be more responsible in their each act and deed.

Among the various activities held during the convention were cultural shows, debates, an exhibition, quizzes, a colouring competition and a question-and-answer session.
